By definition, a callus is “a thickened and hardened part of the skin or soft tissue, especially in an area that has been subjected to friction”. When it comes to repeated UV exposure, your skin is not building up a thickened and hardened layer to deflect more rays. If you’re seeing a spot appear thickened and hardened, might be best to go to the dermatologist because that is a symptom of a basal cell.
